1. Finance Standing Committee

This is the key committee responsible for managing the budget, tax collection, and accounts in Grama Panchayats. The Vice President of the Panchayat serves as the Chairman of this committee. It holds full authority to plan and supervise the financial matters of the Panchayat.

2. Development Standing Committee

The Development Standing Committee is one of the mandatory committees constituted in Grama Panchayats to enhance administrative efficiency and systematically execute development projects.

🎯 Key Functions and Responsibilities:

  • Planning & Development: Formulation and execution of annual plans and development programs of the Panchayat.
  • Agriculture & Allied Sectors: Development of agriculture, soil conservation, animal husbandry, dairy production, and fisheries.
  • Public Works: Supervision of works related to roads, bridges, buildings, waiting sheds, etc.
  • Housing: Managing rural housing projects and initiatives providing houses to the homeless (PMAY-G).
  • Energy & Water Supply: Managing rural water supply, sanitation, rooftop solar panels, and street light maintenance.
  • Environment & Small Scale Industries: Promoting social forestry, rural small-scale industries, and handicrafts.

3. Welfare Standing Committee

Formed under the Kerala Panchayat Raj Act, 1994, the Welfare Standing Committee is one of the most vital committees in Grama Panchayats.

🎯 Key Functions:

  • Social Welfare: Ensuring social security pensions, widow assistance, and support for persons with disabilities.
  • Backward Classes Development: Educational and economic upliftment schemes for Scheduled Castes and Scheduled Tribes (SC/ST).
  • Poverty Alleviation: Implementing various poverty eradication programs through Kudumbashree network.
  • Women & Child Development: Formulating schemes related to the safety and welfare of women and children.
  • Public Distribution System (PDS): Monitoring the operations of ration shops and public distribution networks.
  • Health & Sanitation: Jointly sharing primary healthcare and waste management activities with the Health Committee.

4. Health & Education Standing Committee
