Major Public Interaction Platforms under Local Self Government Department, Kerala

1. K-SMART

K-SMART (Kerala Solutions for Managing Administrative Reformation and Transformation) is a unified digital platform developed as part of the Smart Government initiative by the Government of Kerala. It is designed to deliver services from local self-government institutions quickly and transparently. The general public can submit complaints and grievances through this online system.

2. Jagratha Samithi

Panchayat Jagratha Samithi is a local self-government level mechanism functioning to prevent atrocities against women and children and to protect their rights. They operate based on the directions of the Kerala State Women's Commission. This committee is chaired by the Panchayat President. Complainants can submit their grievances in writing directly at the Panchayat Office or to the ICDS Supervisor. The committee initiates action while fully ensuring the complainant's privacy.

  • Members: - Standing Committee Chairperson (Welfare) - Women Representatives of the Panchayat - Police Inspector or Sub Inspector - Legal Expert (Advocate) - SC/ST Representative

  • Protection of Women: Prevent domestic violence, dowry harassment, and workplace harassment.
  • Child Welfare: Monitor and prevent child marriage, child labor, and atrocities against children.
  • Social Security: Act against social evils such as drug abuse and alcoholism.
  • Dispute Redressal: Provide a platform for victims to address and resolve complaints without approaching the court.

* Complaints that cannot be resolved at the Panchayat level are referred to the District Jagratha Samithi (chaired by the District Panchayat President) or the State Women's Commission.


3. Ombudsman

The Ombudsman is an independent authority that investigates and resolves public grievances regarding the operations of Local Self-Government Institutions such as Grama Panchayats, Block Panchayats, District Panchayats, Municipalities, and Corporations. Its duty is to inquire into corruption, maladministration, and irregularities committed by elected representatives and officials while discharging their duties.

📌 How to Submit a Complaint: A complaint written on plain paper along with duly filled Form 'A' (with a court fee stamp of ₹10 attached) and copies of the complaint (number of respondents + 2) can be submitted directly or by post to the Ombudsman Secretary. Parties can appear directly without an advocate. No other fees are charged.

📍 Sitting Locations: Main office in Thiruvananthapuram, along with district headquarters in Ernakulam, Thrissur, Palakkad, Kozhikode, and Kannur.

4. Tribunal for Local Self Government Institutions

The Tribunal is responsible for considering and deciding appeals and revisions against decisions made by Local Self-Government Institutions. A judicial officer of the rank of District Judge is appointed as the Tribunal.

⏱️ Time Limit & Conditions:

  • Petition must be submitted in Form C within 30 days of the order (a delay of up to 1 month may be condoned with permission).
  • In cases where an appeal filed with the local body remains undecided for 60 days, a petition can be filed with the Tribunal within 90 days.
  • The petition must be accompanied by a fee of ₹50 and a ₹100 Legal Benefit Fund stamp.

5. Chief Minister’s Public Grievance Redressal System

This is an online system for the public to directly bring their grievances and issues to the attention of the government. It includes options for submitting complaints, checking status, and locating charge officers. Dashboards are also available to review Chief Minister's Distress Relief Fund (CMDRF) reports.

6. Public Grievance Redressal Cell & Vigilance Wing (LSGD)

Complaints can be submitted through the Public Grievance Redressal Cell under the Local Self Government Department and via the Vigilance Wing, which works to detect corruption and illegal activities. The Vigilance Wing operating under the Secretariat inspects illegal/unauthorized building constructions and file irregularities across the state.
